President Xu Anlong Paid a Working visit to Russian State Duma

At the invitation of Russia State Duma, President of Beijing University of Chinese Medicine (BUCM) Professor Xu Anlong, paid a working visit to Russia from April 20 to 23, 2015. During the visit, President Xu Anlong met with senior Russian officials including Mr. Zheleznyak Sergei Vladimirovich, Deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation and the United Russia Central Committee, Mr. Kalashnikov Sergei Vyacheslavovich, Chairman of the Russian Federation State Duma Healthcare Committee, Mr. Oleg N. Smolin, Vice-chairman of the Russian Federation State Duma Committee on Education, Mr. Egorov Vladimir Vladmirovich, Chairman of the Russian Traditional Medicine Association, and Altai regional leaders. Talks with the senior Russian officials proved fruitful in promoting the legislation of Chinese Medicine, education and cultivation of herbs in Russia.After preliminary discussions regarding the future of TCM in Russia, President Xu also visited the Altai region at the request of Altai officials to inspect the growth and distribution of herbal medicine in the area.

 

 

At the invitation of Mr. Zheleznyak, Sergei Vladimirovich, Deputy Chairman of the State Duma, President Xu Anlong delivered a speech entitled "Chinese Medicine Benefit Russian People" in the State Duma Parliament House. In this speech, Professor Xu introduced the distinct characteristics of Chinese Medicine, the current international development of Chinese Medicine and the development of BUCM, emphasizing that the core concept of Chinese Medicine (preventative healthcare) will have great influence on medical development and socio-economic development in the future. When talking about the difficulties of Chinese Medicine legislation in other countries, Professor Xu said that BUCM, as the world's best institution of Chinese Medicine, will bring the Russian people the best medical resources, the highest standard of clinical service and education, during its cooperation with Russia partners to eliminate barriers in law and scientific research. After listening to the speech, Mr. Zheleznyak, Sergei Vladimirovich spoke highly of the advantages of Chinese Medicine in disease prevention and rehabilitation. He hoped to learn from China and with the help of BUCM, co-establish a medical system in which Chinese Medicine and Western medicine coexist, explore Chinese medical legislation to establish formal medical services and education of Chinese Medicine for Russia.

 

 

 

In the meeting with Mr. Kalashnikov, Sergei Vyacheslavovich, the Chairman of the Russian Federation State Duma Healthcare Committee, was invited to China by Professor Xu to deepen the Chairman’s understanding of Chinese Medicine and facilitate the establishment a systematic Chinese Medicine medicinal system in Russia.

President Xu also had a discussion with Mr. Oleg N. Smolin, Vice-chairman of the Russian Federation State Duma Committee on Education, on the current status of Chinese Medicine education in Russia. Vice-chairman Oleg N. Smolin expressed a strong interest in Chinese Medicine education in Russia and believes prospects of Sino-Russian cooperation in medical education show promise. With the help of BUCM, Russia can now create the framework for comprehensive Chinese Medicine personnel training strategies suitable for Russia's national conditions, so as to promote Chinese Medicine education across Russia.

 

 

 

On April 22, President Xu toured the Altai region. As an important pass along “One Belt and One Road”, the Altai region is located in the center of the Eurasian continent. With its pleasant climate and rich natural resources, Altai is abundant in high-quality herbal medicinal resources. President Xu discussed with the local government and reached a consensus in cooperation on cultivating herbal plants, deepening cultural exchange, and working to build the Altai corridor along “One Belt and One Road”.

This intense and fruitful visit established a good cooperative relationship with the Russian State Duma, as well as Russian administrative authorities of education and health. It laid a solid foundation for promoting the legislation of Chinese Medicine and the establishment of formal Chinese Medicine education and a comprehensive medical service system in Russia in the future.
