Co-sponsored by the State Bureau of Foreign Experts and the Shenzhen Municipal Government, the fourteenth session of China International Talent Exchange Conference was held on April 16th at the Shenzhen Convention and Exhibition Center. As a “Thousand Plan Professor” of “the Recruitment Program of Global Experts” (also known as “the Thousand Talents Plan” in China), Professor Norman Charles Beaulieuat at our university, Beijing University of Posts and Telecommunications (BUPT), was invited to attend the conference.

This year, over 5500 representatives and more than 4500 domestic and overseas organizations, professional training institutions, universities, talent hunting companies, as well as science and technology enterprises from 73 countries participated in the conference. On the Opening Ceremony, 17 experts of “the 2016 Thousand Talents Plan” were rewarded with the experts’ certificates by Mr. Yin Weimin, the Vice Minister of the Central Organization Department and the Minister of the Ministry of Human Resources and Social Security.

Professor Beaulieu grew up in Vancouver and Toronto of Canada. He was a student at the University of British Columbia (UBC), the Technical University of Denmark Copenhagen, and McGill University. Prior to coming to BUPT, Professor Beaulieu was a professor at the University of Alberta in Canada. He is also an Academician of Canadian Academy of Engineering and also an IEEE (Institute of Electrical and Electronics Engineers) Fellow, specializing in broadband wireless communications. He holds many awards and has hosted a number of related projects of broadband wireless communications.

At the end of 2015, Professor Beaulieu was recruited by “the 2016 Thousand Talents Plan” at BUPT. During his Recruitment, Professor Beaulieu was also rewarded the “Personal Achievements Award” by IEEE CTTC (Communication Theory Technical Committee). It is the first time that a professor recruited by a Chinese university received such an honor.
