University Emergency Management and Construction Practice Conference Held in Remembrance of May 12 Wenchuan Earthquake

Date: May 17, 2018

On the morning of May 11th, “Helping hands in times of need” — in remembrance of the “5·12” Wenchuan Earthquake Emergency Response and University Emergency Management and Construction Practice Conference was held at Renmin University of China. 41 universities and institutions from across the country, along with more than 70 scholars and leaders attended the event. The theme of the conference was “Construction of a New Era of University Emergency Management”, “Innovation in Management Mechanism of University Safety” and “Feasibility Study of University Students’ Emergency Management Association”. HE Yaomin, Vice President of RUC, attended the meeting and delivered a speech. The Director of the Security Office, BU Lijun, presided over the meeting.

HE Yaomin introduced the importance of safety education at RUC. He said that this earthquake shocked the people, the nation, and the world ten years ago and began to reflect on China’s lack of education in disaster prevention and emergency management, and further emphasized the need to promote emergency responses. He proposed to improve the level of competence in management and public safety education. In recent years, winning solid support and attention of university leaders, Renmin University has explored and established a combination of online and offline safety education models, developed and cultivated a safety knowledge and skills training platform featuring interactiveness, and organized yet established student-oriented training. The main security volunteer team performed well in security tasks. We hope that this event will be used as an opportunity to strengthen the security  amongst colleges and universities, jointly solve the difficult problems that have long existed in the security and stability of universities, build more mature sharing platforms, and strive to build a service that can serve the development of schools and society.

LU Xianghong, Director of the Stability Department of the Beijing Municipal Education Commission, reviewed the development of emergency management in Chinese universities. He said that in recent years, universities have conducted positive and beneficial explorations in campus emergency management and have achieved encouraging results. But at the same time, we must also clearly understand and profoundly understand existing problems and gaps, and diligently explore, work hard, and develop new methods to improve emergency management in the formulation of emergency plans, coordination of departments, emergency conditions, professional team building, and promotion of emergency drills. Future work initiatives will continue to reflect on how to systematically to promote the construction of emergency management systems and safety education systems in colleges and universities. The security and stability in the new era is even more complicated, and the university’s security and stability work will face more challenges. The hope is that the experts participating in the Conference will express their opinions and speak freely and contribute to the innovative content, forms, and methods of emergency management in colleges and universities, and make due contributions to better meet the needs of teachers and students in the new era of safe campus and safe campus.

During the speech at the Conference, China University of Mining and Technology (Beijing) Security Office, Security Department of Beijing University of Science and Technology, Chongqing Jiaotong University, Renmin University of China, Emergency Volunteer Service Team, and relevant person in charge of Chaoxing Group shared the long-term emergency management work of various universities and institutions.

After the meeting, the participants visited the Safety Education Gymnasium of RUC and watched and experienced emergency drills in front of the Humanities Building and the Museum. At the drill site, Renmin University’s Emergency Volunteer Service Team held a ceremony for new members. The service team members and instructors conducted six projects including most notably cardiopulmonary resuscitation, trauma treatment, wounded handling, simple rescue tool making, spinal injury treatment, and high-rise escape. Emergency care skills should be displayed. The participants also experienced a simulated experience of “flood escape” and participated in the 10-year prayer activities in Wenchuan. They signed a message on the event board to commemorate the past compatriots and send blessings to the newly born Wenchuan.
