On December 24th, University of Jinan (UJN) held a cadre meeting to announce the decision of the Party Committee of Shandong Province to appoint Comrade Xu Jingyan as the Standing Committee Member and Secretary of the Party Committee of the UJN. Cui Haitao, the second-level inspector of the Organization Department of the Provincial Party Committee, attended the meeting and delivered a speech. Zhang Shiqang, the President and Deputy-Secretary of the Party Committee of the UJN, presided over the meeting.

  Huang Qi—the Deputy-Secretary of the Provincial Party Committee of Education, the Deputy-Director of the Department of Education of Shandong Province (director level), and the Deputy-Secretary of the Party Group—read the decision.

In his speech, Cui Haitao pointed out that the Party Committee of Shandong Province has always been concerned about and attached great importance to the reform and development of the UJN and its leadership. This adjustment was made on the basis of the overall situation of the leadership and work requirements. He believed that comrades will be able to support the decision with practical actions, and jointly build and develop the UJN. Mr. Cui also emphasized that it was necessary to thoroughly study and carry out General-Secretary Xi Jinping's instructions on education and keep the correct direction of the development of institutions of higher learning.

Xu Jingyan said in his speech that he was greatly honored to work at the UJN and he would resolutely obey the decision of the Provincial Party Committee. As the new Secretary of the Party Committee of the UJN, he also made a statement from five aspects.

First, he will strengthen our convictions and maintain absolute loyalty to the party. He will also adhere to the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, and follow the development direction and fundamental principles of institutions of higher learning in the new era, ensuring that central government's policies and the provincial government's decision-making deployment will be implemented in the UJN.

The second is to promote the innovation and development of the UJN. Mr. Xu said he will adapt to the role change as soon as possible, and strive to contribute to the goal of building an “innovative, international, and distinctive high-level university in the world”. He will learn from his colleagues, conduct in-depth researches, familiarize himself with education management and try to be a Secretary who loves and understands education. Moreover, he will put teachers and students first, continuously improve UJN's learning, work and living conditions, and create a sound educational environment and a relaxed humane environment.

The third is to be sincere and united, and to create a harmonious atmosphere. He will conscientiously implement democratic centralism, fully carry forward democratic style of work, adhere to democratic and scientific decision-making and emphasize on procedures. He will also strictly implement the president responsibility system under the leadership of the Party Committee of the UJN, as well as support the President to perform his duties in accordance with the law. By relying on the cadres, teachers and students, listening to their opinions and suggestions, and responding to their concerns, he will effectively mobilize and exert the enthusiasm, initiative and creativity of the UJN.

The fourth is to strengthen leadership and shoulder the responsibility for governing the party affairs. He will take the party building as the basic work of the party committee and implement its instructions on education in all aspects; he will give full play to the role of grassroots party organizations, making them the most intimate and trustworthy organizations for teachers and students, and a strong support for teaching and educating; he will persist in taking ideological and political work as the lifeline of all work, do his best to safeguard political security and campus stability.

The fifth is to stick to the bottom line and establish a good image of party members and cadres. He said he will take the lead in observing political discipline and political rules, implementing the principle of clean government.

Zhang Shiqiang said that he firmly supported the decision of the Provincial Party Committee and sincerely welcomed Comrade Xu Jingyan to work at the UJN. Comrade Xu Jingyan has held senior positions in provincial departments and prefectures for a long time. He has not only strong leadership, rich experience, but also high theoretical level and broad vision. Comrade Xu Jingyan, now, is the Secretary of the Party Committee of the UJN and will surely bring in advanced education concepts, inject new vitality and motivation into the construction, and lead the UJN to usher in a rapid development and write a new chapter. As the President, he will resolutely implement the decision of the Provincial Party Committee, carry out president responsibility system under the leadership of the Party Committee and support Comrade Xu Jingyan's work. He noted that they will comprehensively promote the construction of high-level universities, improve the quality of schooling and the core competitiveness and make greater contributions to Shandong's economic and social development.

         School leaders and middle-level cadres also attended the meeting.
