On the afternoon of September 23, the first(inaugural) conference for the First Executive Council of Sichuan Western Returned Scholars Association(SWRSA) & Sichuan Overseas-Educated Scholars Association(SOSA) was held in Chengdu. Chen Zhu, Vice Chairman of the Standing Committee of the NPC, Chairman of the Central Committee of the Chinese Peasants and Workers Democratic Party, and president of the Western Returned Scholars Association & Chinese Overseas-Educated Scholars Association attended the conference and authorized and inauguratedSWRSA & SOSA. Cui Baohua, a member of the Standing Committee of Sichuan Party committee and minister of the United Front Work Department of Sichuan Party Committee, chaired the conference. Yin Li, Deputy Secretary of Sichuan PartyCommittee, delivered an important speech at the conference.  

Four professors of SWUNwere elected directors of the first council. They are professor Ding Keyi, Vice President, Professor Zheng Yucai, Deputy Director of the Academic Affairs Office, Professor Liu Yong, Party Committee Secretary of Southwest Minority Research Institute, and Professor Tang Shanhu, Deputy Dean of the School of Life Science and Technology. Ding Keyi and Zheng Yucai were also elected executive directors of the council.
